The Loxahatchee Groves Town Council on Tuesday consoled resident Mike Carroll and his wife, veterinarian Dr. Ginnie Sayre, on the loss of their dog Quasi Modo, who was awarded the dubious distinction of World’s Ugliest Dog in 2015 and gained the town national recognition.
